U.S. News & World Report reports:

Photo ID laws were intended to prevent fraud at the voting polls. However, 20 million Americans do not have photo identification cards. Unfortunately the people who tend to fall into this group are the elderly, young high school and college students and African-Americans. These people represent one out of 10 voters who would be denied their right to vote in local, state and federal elections. 758,000 registered voters in Pennsylvania will be unable to vote this year because they lack ID cards. A Republican leader said that this new law would “win the election” for Mitt Romney.
