An emerging problem noted with university libraries is foreign entities “hacking” into their systems without authorization and downloading the academic journals in their collections. This is frustrating as it is “robbing” their collections. Additionally, as there is usually no monetary loss to the institution and no way to recover or assess the damages caused by these actions the cost of prosecuting these hackers makes pursuing them virtually a waste of resources.
