A 22 year old Oregon State University engineering student has experienced an unusual form of identity theft. It is not unusual that her Social Security Number has been stolen and being used, but it is unusual that authorities are unlikely to do anything about it even though they know the identity of the thief. It allows an immigrant to create a life by getting work, utilities for his home, and make purchases, but not using it to steal her money. This ‘synthetic’ identity theft is far more common but since no one is being victimized nothing is being done.
