This article was about the changes that the CEO, Cory Nelson, made to the Arizona State Hospital after two sex offenders who were mental patients escaped in 2011. Nelson focused on safety vs. security. He believes that physical restraints causes patients to make escape attempts. He also believes that retaining a female patient, who has been abused, can cause her to relive her terrible past. He also focused on training the staff on nonviolent crisis intervention. He put GPS tracking devices on all sexual offenders who are mental patients in the hospital.
