In an interesting turn of events, for some reason, Dallas decided to implement a bizarre policy change that lead to petty shoplifting being reduced by upwards of seventy-five percent. The problem with this policy is that now shop owners have a harder time of reporting petty theft. So, really, the thefts continue, but many of them go unreported.
