I just read an article on Thecrimereport.org that I thought you should read. According to a 2011 University of Kentucky study, inmates who receive substance abuse treatment while incarcerated are less likely to return to jail. Recidivism drops from 30% to 20% among inmates with substance abuse issues if they receive treatment in prison. The state of Kentucky has budgeted about $7 million to use on inmate substance abuse programs, up from the previous six years.
