I just read an article on Thecrimereport.org that might interest you. Chicago is planning to reduce the percentage of in-person police response that 911 calls receive. Currently the city responds to 70% of calls compared to about 30% in other major cities. An effort will be underway to educate the public about the kinds of emergencies that warrant action before the new policy is implemented. Officials hope it will free up the police to prevent or intervene in more serious crimes.
